About the Guestspeaker:
Mr. Khemaies Jhinaoui served as Minister of Foreign Affairs of the Republic of Tunisia from 2016 to 2020. Formerly, he held high positions in the Tunisian international affairs and diplomacy, within the Ministry of Foreign affairs, as Ambassador of Tunisia or as Advisor to the President of Tunisian Republic. He formerly served as Ambassador to Russia, Ukraine and the former Republics of the Soviet Union (2007-2011); Ambassador to the UK and Ireland (1999- 2004), Head of the Tunisian Interest Office in Tel Aviv (1996-1997), Minister Counsellor at the Embassy of Tunisia in Seoul, South Korea (1991-1994), First Secretary at the Embassy of Tunisia in New Delhi, India (1982-1986). He is currently the founder and chairperson of the Tunisian Council for International Relations, a think-tank that aims at conducting research and studies in fields related to Tunisia’s international relations and cooperation in the Maghrib, the Mediterranean and beyond.
During his service, Mr. Jhinaoui worked on numerous international multilateral cooperation initiatives. He contributed to putting in place the peace initiative for Libya (the Initiative for Comprehensive Political Settlement in Libya) that further evolved to associate Algeria and Egypt. The initiative called for reconciliation through dialogue with all relevant Libyan parties, the need to preserve Libya’s sovereignty and territorial integrity; the continuity and unity of the Libyan State institutions including the Libyan armed forces, and a viable political solution that is achieved by the Libyan people themselves.
Mr. Jhinaoui graduated in Public Law from the Faculty of Law, Economic and Political Sciences of Tunis; where he became a Barrister at law in 1978. He holds post-graduate degrees in Political Sciences (1979), in International Relations (1980) and in Security and Strategic Studies from the National Defense Institute (1998).
Mr. Jhinaoui is Commander of the Republic Order, the highest national distinction that can be awarded by the Tunisian Head of State. He also holds international decorations such as Commander of the Legion of Honor of France (2015), Commander of the Royal Order of the Polar Star of Sweden (2015), Knight Grand Cross of the Order of Merit of the Italian Republic (2017), and Honorary Member of the Xirka Gieh ir-Republica of Malta (2019).
